The teleporter by the blind philosopher will be activated once you disable the barrier. You can either use a teleporter to get up there (the Camp Sentinel View teleporter, on the west side of the island in the middle of the channel, on a ledge directly above the left Nest Tower as you approach the cliff, will bring you to Camp Eagle's Nest, where you can access the bunker) or it is also possible to fly above the anti-dragon shield and drop down in human form, if you find the right spot. That is where you need to get to lower the barrier and disable the shields (there are a couple traders in there, as well, after they surrender). If you fly out over the water from the start of the fjords, you should see a bunker high in the mountains behind some anti-dragon shields and defenses. If you've already finished Sentinel Island, you need to use the dragon form.
HOW TO USE TELEPORTERS IN CUT THE ROPE 2 FULL
You don't need to get to a high level, but it would be better if you got to a new level before entering, to get a full level bonus (equip anything you have with a Wisdom boost). Your first encounter there you can mindread to go up a level, so the higher level you are (I made it to 22 in the fjords) the more of an experience bonus that will be. If you have not been there yet, it would be best to go there just after gaining a level. Cut the Rope 2 is coming exclusively to iOS on December 19 for 0.99, and will be released for Android devices as a free-to-play title in early 2014. It can only be lowered after you finish off Sentinel Island (which you get access to after Maxos Temple).
There is a barrier across the channel there.
